Abstract

This study examines how the civil society movement in Indonesia communicates politically and its implications for the Prabowo-Gibran government. A qualitative descriptive approach through library research was applied, analyzing data from journal articles, institutional reports, and documentary sources through an interactive data model. Dan Nimmo’s political communication theory serves as the primary analytical lens, positioning civil society as activist type political communicators. The findings reveal, first, that the Indonesian civil society movement functions as a non state political actor that articulates public interests, shapes public opinion, and influences public policymaking under the Prabowo-Gibran administration through advocacy, mass mobilization, and digital campaigning. Second, this political communication carries significant implications for governance, it increases citizens' willingness to voice aspirations, intensifies collective action outside electoral mechanisms, produces a more critical public opinion toward government policies, and generates an inherently ambivalent relationship between the state and civil society. These findings confirm that civil society communication continues to function as a vital instrument of social control and a mechanism that keeps Indonesia's checks and balances system alive under the current government.
