Transformational Leadership in Education: The Role of Organizational Culture in Improving School Quality

This study examines the interrelationship between transformational leadership, organizational culture, and school quality improvement through a qualitative library research approach. Educational quality remains a central concern in school management, with leadership widely recognized as one of its most decisive determinants. Among various leadership theories, transformational leadership has attracted considerable scholarly attention due to its emphasis on vision-building, inspirational motivation, and individualized consideration. However, comprehensive synthesis of how transformational leadership and organizational culture jointly contribute to school quality remains fragmented, as existing studies tend to focus on isolated variables or limited contexts. This study synthesizes peer-reviewed literature published between 2022 and 2026 to construct an integrated conceptual understanding of these relationships. The findings reveal that transformational leadership functions as a relational and value-driven process shaping teachers' commitment and professional engagement, while organizational culture serves as a critical mediating mechanism through which leadership behaviors are translated into sustainable school quality outcomes. These results suggest that leadership interventions alone are insufficient without a supportive cultural foundation that reinforces and sustains institutional values. The study contributes theoretically by offering an integrated framework linking leadership, culture, and quality, and practically by informing school leaders on aligning leadership practices with cultural development strategies.
